Rule 250 the classes of labour provided by the existing

Rule 285 have been divided into five instead of three classes

in order to give better effect to the system of progressive

stages of labour; provision has also been made for the introduction

of Pingo Labour and for such other labour as the Governor

may from time to time approve.

Rules 251, 259, and 255 are based on existing rules

886 and 336. By rule 251 it is left to the discretion of the

Superintendent as to what form of Industrial Labour a convict

should be kept at. The Governor of a convict prison at home

has the same discretion, and in the interests of the Gaol

industries here it is necessary that the Superintendent should

have this discretion.

In rules 252 and 253 a distinction is made between

first offenders and old offenders, which is in accordance with

the existing practice.
